was engaged by an off-budget agency to facilitate the business planning
process for a business unit managing the development of a Whole
of Government reform program which incorporated process improvement
technology.
This assignment
involved facilitating a business planning workshop utilising qualitative
and quantitative data about the organisation to guide the decision
making process. Human Assets then used the data gathered during
the planning workshop to develop an annual business plan. A performance
measurement strategy was also developed as a component of this assignment.
The performance measurement plan was designed to ensure that the
most appropriate information was measured as an indicator of business
performance.
Procurement
Needs Analysis
All Government
agencies are faced with the need to do more with less. This basic
premise initiated a recent procurement needs analysis for a large
human services agency. The aim of the procurement needs analysis
was to assist the human services organisation to determine procurement
strategies including aggregation, to improve the value for money
achieved from major items of departmental expenditure.
The assignment
identified significant savings for the client through aggregation.
In addition, Human Assets provided the client with some value added
advice in relation to process improvements that became apparent
during the conduct of the assignment. These unexpected improvements
saved the client $1.5 million in direct process costs.
Procurement Planning
Human Assets
has been engaged by numerous NSW State Government agencies to develop
their annual procurement plans. Consequently, we have a detailed
understanding of the requirements of these plans.
Performance Benchmarking
Human Assets
was recently engaged to conduct performance benchmarking by an agency
responsible for developing a Whole of Government procurement reform
initiative.
The project
entailed conducting detailed research and preparing a briefing paper
outlining what other government bodies, both national and international,
were doing in relation to procurement reform and the implementation
of process improvement technologies.
This exercise
provided valuable intelligence for measuring the success of the
client’s performance and for improving their own initiatives.
Team Development
A large Government
Department formed a project team to develop and implement a major
organisational initiative. Given the criticality of the project,
the project director engaged Human Assets to work with the team
during the initial formation stage to maximise team cohesion.
Human Assets
employed leading edge psychometric tools to assess the team and
individual characteristics of each team member. This information
was then used in a collaborative manner to ensure the team had detailed
knowledge of their strengths and weaknesses and developed strategies
to work together in the most construct manner to maximise their
strengths and minimise their weaknesses.
Organisational Reviews – Shared Services Recruitment
A Government
operated shared service provider recently engaged Human Assets to
review its recruitment function. The aim of the review was to design
the most appropriate operating model, organisational structure,
systems and processes to meet client demands and expectations into
the future.
The review entailed
conducting international benchmarking to design a recruitment function
to meet the evolving needs of the client. A new application management
system was recommended and an organisational structure designed
to accommodate the new system and processes. The new practices and
processes are expected to generate significant savings through process
automation and improve shared service client satisfaction.
The benefits
realisation phase of this project is currently being undertaken.
Bulk
Recruitment – Application Culling
Human Assets
was engaged by a private recruitment company to conduct application
culling on behalf of a large nationally based Government organisation.
The project involved reviewing written applications and conducting
a preliminary cull of each application against a behaviourally anchored
rating scale designed to assess evidence of the organisation’s
core competencies.
A written summary was provided for the assessment of each of the
over 4,000 written applications.
Assessment
Centre Management
Human Assets
was engaged by a private recruitment company to manage assessment
centre activities on behalf of a large nationally based Government
organisation. The assessment centre activities were designed to
assess candidates against the organisation’s core competencies.
A comprehensive summary report was provided for each candidate outlining
their performance in each activity against a set of predefined competencies.
